The 12 Sites Regeneration Programme is one of the most exciting projects in East London. The goal is to redevelop the land to create over 3,500 new homes, improve public spaces, and build stronger communities for the future. Significantly, the Waterloo and Queen Street part of the project took an interesting step forward recently. We want to have a closer look here, then you can rely on us if you have assets and want to work with a lettings agent in Havering that specialises in guaranteed rent.
The project
This regeneration programme is a JV between Havering Council and Wates Residential. It will create a fantastic legacy for the area, supporting local people and creating better neighbourhoods. It’s been an interesting journey so far. Parts like New Green and Park Rise are complete, delivering hundreds of new homes. Others are in progress or waiting to start construction. Some are currently paused and under review because of various issues.
Of the sites, the Waterloo and Queen Street Estate is one of the largest, with all phases targeting delivery of 1,380 homes. One part of this is Blocks 9 and 10. They got planning permission in February 2026. These new buildings will provide 107 affordable homes. However, the status of a derelict community hall was a stumbling block. Luckily there has now been a resolution to the issue.
Agreement
A notable thing here is the community hall was owned by the Church of England Diocese of Chelmsford. As a result, the council had to find an agreement with them. Speak to us if you want flexible, dynamic services from a lettings agent in Havering specialising in guaranteed rent.
Interestingly, Havering Council and the Church of England Diocese of Chelmsford have agreed a land swap deal. Therefore, the derelict hall can now be demolished to allow building to get underway. The hope is this will happen early in 2027, with completion of blocks 9 and 10 estimated for late in 2028.
The agreement means a replacement hall will be built elsewhere. This will be fantastic for locals because it will provide a modern, fit for purpose building for faith and other activities. It’ll be a great new asset and help to support the community.
Speaking about the land swap agreement, Cllr Robert Whitton said the council is happy to collaborate with the Church of England Diocese of Chelmsford. The deal showcases their commitment to protect community facilities while also building new homes. Critically, it means the project can now progress after stalling in recent years. It will deliver “a more vibrant community for generations to come”.
