Masterplan

The Carpenters Estate dates back to the 1960s, featuring a mix of high rise and low rise blocks. There have been plans to redevelop it for decades, all the way back to 2003. There was some great progress originally, including discussions of a masterplan for the redevelopment. Decanting of residents also began, with a look ahead to demolishing various buildings to make way for new developments.

Unfortunately, it wasn’t smooth sailing for the project and it stalled. Eventually Newham Council had to rethink the plans. Populo, the Council’s housebuilding arm, ultimately developed a new masterplan for the site with significant input from local people. The plans include delivering 2,300 new homes for different types of tenants (50% affordable) and new commercial space, as well as better connections and public space. They aim to create a 15 minute neighbourhood that will provide a fantastic quality of life.

Populo’s plans got approval in 2024. Work is underway, including Phase 1 to regenerate James Riley Point. Other phases will then take place in the future, with completion of the masterplan scheduled for 2034. It will be a really exciting time for the area. Carpenters Primary School

As we said, the Carpenters Estate redevelopment got a bit bigger recently. Newham Council gave approval for Populo’s plans for Carpenters Primary School. It is not part of the original masterplan, so needed a separate planning application.

This project will create more new housing, amenities, and a replacement school. The current primary school is from the 70s, but with later additions. It is currently a two-form. The new one will allow it to expand to a three-form while also providing modern facilities.

The development includes building a new residential tower on what is currently the school’s car park. It will provide 120 homes, all for private rent. Significantly, the income from the housing will finance the school and other elements of the project, including play and sports space.
