A new tax on high value homes in England is scheduled to be introduced in April 2028. However, there has been a significant backlash to the plans. Four London Boroughs have been very critical, warning it will have a big impact on residents. We want to have a closer look here. Then, if you need help with guaranteed rent, property management in Wandsworth, or other services, you can trust us.
The tax
This high value council tax surcharge aims to tackle unfairness in England. The current system gets a lot of criticism for the fact it means some smaller homes in areas pay less tax than massive mansions in Central London. So, the surcharge aims to correct it, requiring additional annual payments for more valuable homes.
The current idea is to introduce a number of bands and charge accordingly. So, properties with valuations from £2m to £2.5m would pay £2,500. At the very top end, properties worth over £5m would pay an additional £7,500.
Significantly, the tax would affect thousands of properties. The estimate is it could mean an extra £430m for the Government. This would allow more investment in local services. However, we won’t know what it will fund until a spending review next year. If you’re considering investing, reviewing your assets, or looking at opportunities, you can rely on us to help with guaranteed rent, HMOs, property management in Wandsworth, and more.
Responses
As we said, four councils in London have been very vocal in their criticism of the tax plans, saying it unfairly targets their areas. They raise a number of points, including claiming focusing on property values does not specifically target the very wealthy. It could put extra pressure on people who have valuable homes because they’ve owned them for a long time, including families and pensioners. They may not necessarily have a higher income, and may struggle to pay extra charges.
Another critique is the fact the extra tax won’t benefit the areas it is collected from. Wandsworth Council Leader Robert Morritt said they won’t get “a single extra penny”.
There is also a concern that the surcharge will have a negative impact on the property market. It could affect values massively, seeing more homes marked down to avoid the extra tax. This could cause price bunching. It will also make it harder to effectively value properties and decide what tax is due.
