London has some really lovely neighbourhoods and passionate stakeholders who want to preserve them. It helps the area retain the character and heritage. Harrow is one borough that is doing more to recognise and protect areas that have a fantastic atmosphere and lovely aesthetics. We want to take a closer look at this today. Protection
Councils can do a number of things to preserve neighbourhoods. One of the biggest steps is to create conservation areas. If the area has significant architecture and/or historic value, the council can give it protected status. As a result, there can be additional planning controls for new developments and changes to properties.
Another option is to designate locations as Local Areas of Special Character (LASC). They get more protection, but not to the same extent as conservation areas. Most crucially, there is no change in permitted development rights so property owners have more freedom. However, proposals must be respectful to the area. For example, you couldn’t build a modern skyscraper in the middle of a quaint residential street without permission.
Harrow
Last year Harrow Council made the move to introduce two LASCs. There was huge support from locals to give areas in West Harrow and Pinner some protection.
The Council is now proposing to create three more LASCs. One proposal is to extend the LASC in West Harrow, covering several parts of different streets. The second is for Pinner, on parts of West End Lane and West End Avenue. Finally, is 1-40 Kenton Park Parade.

Harrow Council chose to explore the new LASCs after getting recommendations from conservation groups. They gave a statement about the proposals. Deputy Leader Marilyn Ashton said they are proud of the “unique neighbourhoods” and “want to protect what makes them special”. The LASCs will preserve the historic streets and properties. She also gave thanks to the locals that want to see them protected.
What next?
A public consultation is now open regarding the LASC proposals. It runs until 16th July. The Council is urging all locals to give their thoughts, either by completing the survey, emailing them, or writing a letter.
After the public consultation, the local Planning Policy Advisory Panel will review all of the feedback. They’ll then decide whether to progress with the LASCs or make changes to the proposals.
